KAMWENGE UGANDA: The Resident District Commissioner (RDC) of Kamwenge, Africano Aharikundira, has given the district secretary for works, production and technical services, Yonani Muhwezi, five days to refund Shs 8 million he reportedly received under the Youth Livelihood Programme.
The matter came to light earlier Saturday after Aharikundira issued an ultimatum requiring Muhwezi to repay the money by Monday, October 12, 2026. The RDC warned that failure to comply could lead to arrest, prosecution and possible loss of his position.
According to a document shared by the RDC, Muhwezi received the money through Finance Trust Bank on behalf of Kabingo III Youth Produce Buying and Selling Group, where he signed as the group’s chairperson.
The document indicates that on June 25, 2019, Muhwezi, together with Kyokushaba, the group’s treasurer, and Stephen Mugarura, its secretary, obtained endorsements from the then Kamwenge Sub-county Chief, Asiimwe Rashid, and Sub-county Accountant Twikirize Rosette.
The application was subsequently presented to the then Kamwenge Community Development Officer, Gertrude Tuhairwe, and Chief Administrative Officer Edith Mutabazi, who approved the group’s application for the funds.
Under the programme’s terms, the group was expected to repay the money within 36 months. The document further states that repayments made after 12 months would attract a five per cent service fee.
Aharikundira claims that neither Muhwezi nor the group has repaid any of the money since receiving it. He has accused the district official of using his leadership position to evade his repayment obligations.

When contacted by our reporter by telephone, Muhwezi admitted receiving the money but said the group experienced serious challenges during the COVID-19 pandemic, which affected its ability to repay the funds.

Muhwezi also accused RDC Africano Aharikundira of using the recovery of the Youth Livelihood Programme funds as a means of revenge over their longstanding disagreements.

However, Aharikundira dismissed Muhwezi’s accusations, insisting that the district official should concentrate on repaying the money instead of diverting attention to their personal disagreements.
